Overview
HYDERABAD: The US Consulate General, Hyderabad, has said that consular sections are opening to process student and academic exchange visitor visa applications on a limited basis from August 17. Visa Types and Conditions with No Fee Required. Applicants for A, G, C-2, C-3, NATO, and diplomatic visas (as defined in 22 CFR 41.26) Applicants holding J visas and who are participating in certain official U.S. Government-sponsored educational and cultural exchanges. Step 3: Schedule a Visa Stamping Appointment at the US Consulate. According to the USCIS, you can apply for visa stamping up to 90 days before the H1B petition start date. This facility is provided, since there is always a mad rush for booking slots at various consulates.
Visa applicants, including children, are required to pay a non-refundable, non-transferable visa application fee, sometimes referred to as the MRV fee, before applying for a nonimmigrant visa. The visa application fee must be paid whether a visa is issued or not. The type of visa for which you apply determines the fee amount. Anyways, I saw the dates available at 6:30 AM Eastern Standard Time On October 24th morning. I posted it on Murthy at 7:00 AM. I have no idea why my topic shows as posted at 6:02 AM. For visa appointment, I saw only for 15th. Four slots were available. 8:30, 9:00, 10:00, 10:30. I booked the latest, 10:30. I wish I had taken the screenshot.

Effective September 1st 2015, the Reserve Bank of India (RBI) has recently issued instructions to all banks in India to remain closed on the 2nd and 4th Saturdays of every month, Therefore, U.S. visa fee payment systems such as NEFT, payment at bank and mobile payment will not be operational on the 2nd and 4th Saturdays of the month. On 1st, 3rd and 5th Saturday of the month, all banks will observe full working day with working hours similar to the weekday timings unless it is a bank holiday.
Restrictions
Your visa application fee is non-refundable and you cannot transfer it to another person. You will receive a receipt after paying the application fee. This receipt is valid for one year from the date of payment and allows you to schedule your interview at the U.S. Embassy or Consulate. You must schedule your interview while the receipt is valid, which means your interview must be booked within one year of paying your fee. If you do not schedule an interview within a year of payment then your receipt will expire, you will not be able to schedule an interview, and you must pay the fee again and begin the process anew.
Visa Types and Application Fee Amounts
The application fees are listed below and apply to one visa application. The application fee for the most common nonimmigrant visa types is $160. This includes tourist, business, student, and exchange visas. Most petition-based visas, such as work and religious visas, are US$190. Visa Types and Conditions with No Fee Required
- Applicants for A, G, C-2, C-3, NATO, and diplomatic visas (as defined in 22 CFR 41.26)
- Applicants holding J visas and who are participating in certain official U.S. Government-sponsored educational and cultural exchanges
- Replacement of a machine-readable visa within one year of visa issuance, when the original visa was not properly affixed or the visa needs to be reissued through no fault of the applicant
- Applicants exempted by international agreement, including members and staff of an observer mission to United Nations Headquarters recognized by the UN General Assembly, and their immediate families
- Applicants traveling to provide certain charitable services
- U.S. Government employees traveling on official business
- A parent, sibling, spouse or child of a U.S. Government employee killed in the line of duty who is traveling to attend the employee's funeral and/or burial; or a parent, sibling, spouse, son or daughter of a U.S. Government employee critically injured in the line of duty for visitation during urgent treatment and convalescence

Nonimmigrant Visa Issuance ('Reciprocity') Fees
Applicants from certain countries may be required to pay a visa issuance fee after their application is approved. These fees are based on 'reciprocity' (what another country charges a U.S. citizen for a similar-type of visa). The United States strives to eliminate visa issuance fees whenever possible, however, when a foreign government imposes these fees on U.S. citizens for certain types of visas, the United States will impose a 'reciprocal' fee on citizens of that country for similar types of visas. The Department of State's website has more information about visa issuance fees and can help you determine if an issuance fee applies to your nationality.SEVIS Fees
The Student and Exchange Visitor Information System (SEVIS) is an Internet-based system that tracks F, M and J visa participants (and their family members) from the time they receive their initial documentation (either an I-20 or a DS-2019) until they graduate/leave school or conclude/leave program.F, M and J visa principal applicants: Check with your U.S. school to make sure your information has been entered into SEVIS. You will need to pay a separate SEVIS fee in addition to the visa application fee. For nonimmigrant students with Form I-20, the SEVIS fee is US$350. For most exchange visitors with Form DS-2019, the SEVIS fee is US$220. Payment cannot be made at the Embassy or Consulate. Instructions for paying the SEVIS fee can be found here.
SEVIS Fee Exception
Applicants participating in a U.S. Government sponsored program (programs whose codes begin with G-1, G-2, G-3, G-7) are not required to pay the SEVIS fee.Blanket L Fee (Fraud Prevention and Detection Fee)
Those applying for Blanket L visa category are subjected to following additional fees. Payment to be made at the cashier window of the consular section on the day of the interview.
Fraud Prevention and Detection Fee of $500
First-time principal applicants who are covered under a blanket petition for L status must pay a Fraud Prevention and Detection fee of US $500. If a subsequent L-1 visa application is based on a new form I-129S, the Fraud Prevention and Detection fee must be paid again.
Biometric Entry-Exit Fee of $4,500
Blanket L-1 applications for petitioners with more than 50 employees in the United States and with more than 50 percent of those employees in H-1B or L status are subjected to an additional fee of $4,500.
Blanket L fees are not refundable. L-2 derivative applicants are not subject to the additional fees.

Update Dec 7, 2020 – US embassy in India says that interview appointments in Feb and Mar 2021 will be canceled as they have not yet opened for regular visa processing due to the COVID-19 situation.
#1 Only 1 Request for Emergency Appointment Allowed
US embassy in India is only allowing only 1 request for emergency appointment per one visa application fee. Do not use this chance if you are just giving it a try without a real emergency.
#2 Visa application fee validity increased to Dec 2021
The US embassy will allow the extension of visa application till the end of Dec 2021 keeping in view the limited appointment available due to COVID-19. This is more than the normal 1-year validity.
#3 F1 Visa Emergency Criteria
Many people and immigration lawyer Murthy have reported that even though the US embassy officially said to allow emergency appointments when a student’s session start date is less than 60 days from the date of appointment, the reality is that they are rarely allowing anyone with more than 3 weeks time.
#4 H1B, H4 – First time visa appointment after lottery
You are eligible to get an interview appointment only if you have an emergency until Mar 2021 end. This is different than the H1B travel ban.
The travel ban criteria are analyzed only once you have got a visa interview appointment and at the time of your actual interview.
#5 H1B, H4 Dropbox
H1B, H4, L1, L2 can get visa stamp processed if they are eligible for Dropbox even without proving emergency.
Dropbox Appointments are available earlier than Feb/Mar 2021 for all types of visa applications.
#6 B2 Emergency Appointment
You can request and get approval for an emergency appointment only if you have a life and death situation or medical emergencies.
All other types of visitor visa emergency requests are being denied straightaway.
#4 Other Points
- Only emergency visa appointments are available till Feb and March of 2021 for F, M, J, H, and L visas. The regularly scheduled appointments will be canceled unless the COVID-19 situation improves.
- Form 221g applications are being processed but at a slow pace due to a shortage of staff.
Earlier on Oct 20, 2020, the US embassy had clearly advised to not make any travel plans in winter if you will need a US visa stamp to return.
They are expecting long delays and non-availability of interview appointments.
Earliest US Visa Appointment Date Available?
There is no expected regular visa processing reopening date available due to the ever-increasing number of Coronavirus cases in India.
Earlier, on Aug 17, 2020, the US embassy in India had announced reopening with very limited appointments. Appointments were to be made available for the US embassy in Delhi, Mumbai, Chennai, Hyderabad, and Kolkata.
But, it seems that they have closed again and there is no date available in near future.

I am sharing this if any of your family member/or yourself who is stuck in India and wants to reunite. This will be helpful for them.
My case is that I got married in the month of February and was unable to travel to the USA because of the COVID.
Finally, after a lot of thought, I decided to Opt for the Emergency appointment at the Mumbai Consulate for getting my visa. Normal visa processing is still shut.

What is an emergency situation?
They consider family separation as an emergency situation for getting a visa.
My case is a pure example of that and I have seen cases where they have denied also if they don’t find your reason genuine.
My case was from Mumbai and most of the cases of family separation have been considered from (Mumbai and Delhi consulate ). It is important to select the consulate wisely.
Hyderabad Consulates are denying EA based on family separation.
I followed the steps as:
- Select the first available appointment.
- As soon as you schedule your appointment, you will receive a confirmation email from the consulate stating your new scheduled appointment. (In my case I could see the nearest date as Feb 17th, 2021)
- You will notice that there is an additional tab named Emergency request added on the left side of your screen.

- Once you click on EA, you need 4 things to fill in
- Your tentative date to travel (closest to the present month, I selected 20th August)
- Reason for Emergency – I selected Medical needs, as this caused me and my partner mental stress and anxiety.
- A brief explanation of Emergency. I mentioned details of me getting married recently and this distance causing me mental stress and anxiety. Try writing it crisp, small, and to the point. I did not write anything about the doctor or medical condition.
- Attachments: you can submit up to 5 attachments. (I submitted my husband’s passport, i-797, H1B visa, i94, Marriage certificate)
- H4 visa stamping documents checklist.
- Submit and wait for their decision. I submitted my EA request on the 31st of July and got my EA approved on the 3rd of August. Give them 24-48 hrs to reply back.
- Log back into your profile when your EA is approved And select the closest OFC and consular date.
- NOTE: they take a Biometric and visa interview on the same date even if the OFC date is different, so please go on the date of your consular appointment.
- Schedule the EA appointment.
- Print the appointment confirmation page.
Interview date: 7th August 2020
Time: 8:30 am
Place: Mumbai Consulate
I reached there before time but they started the visa interview late. They asked me to submit for husbands I-797, my photograph 2*2 white background, Ds -160 confirmation page, my passport at the very beginning before the interview.

I got my visa approved. These 6 months of being separated from my family have been the worst time of my life, especially after my wedding. I hope that this write-up will help many to reunite with their families during these uncertain times.
